The report describes Elections BC’s administration of the by-elections, which were held concurrently on June 24, 2023. This was the third occasion Elections BC has administered by-elections under the modernized Election Act, and the first opportunity to administer the new model of voting and counting in two electoral districts at once.

During the four by-elections held in 2022 and 2023, Elections BC piloted new processes to ensure election integrity, improve service to voters, support parties in their get-out-the-vote efforts, and enable faster results reporting on election night.

“Using secure, proven technology in the by-elections allowed us to provide better service to voters and produce accurate results more quickly,” said Chief Electoral Officer Anton Boegman. “Voters across B.C. can expect high levels of service, security and accuracy when they go to the polls next year for the provincial election.”

Voter turnout in Langford-Juan de Fuca was 26.2%, and the cost to administer the by-election was $675,863 (or $12.99 per registered voter). Voter turnout in Vancouver-Mount Pleasant was 17.7%, and the cost to administer the by-election was $803,510 (or $17.65 per registered voter).

The report also includes summaries of the Orders of the Chief Electoral Officer issued for the by-elections, and the final Statement of Votes for both events.

The next provincial general election is scheduled for October 19, 2024.
